Guadeloupe arent eligible for FIFA tournaments, but are for Concacaf tournaments. Theyre no pushovers either, which is why I'm not surprised they beat Panama.
They beat us (Canada) in the group stages of the last gold cup, and followed that up with a win over Honduras. They just barely lost to Mexico in the semis.

I have found the answer :

Guadeloupe, which is a French territory and not a member of FIFA and therefore unable to compete in World Cup qualifiers...
