Arsenal is finished because the lack of right attitude with players and manager. Without the context of everything else Wenger is saying, the title is slightly misleading.

Wenger is being very respectful with his comments.
I think he intentionally phrases this in a way to describe Arsenal's predicament.

Top, Top, top clubs require the top, top players. That requires extraordinary spending abilities... something Everton (and to a lesser extent, Arsenal) both don't have.

Before I get my head chewed off, I realize Arsenal has a good amount of money and a skilled roster... but not compared to the top 4 clubs in the world.

I'm glad someone mentioned West Brom's current success. I'm so happy to see some new faces making credible pushes for the top spots... but I don't know how consistently repeatable it would be.

wenger is a great manager. he's not being offensive, he's just being honest n realistic about football world nowadays. i think moyes would understand that. just don't be misled by the title which sounds like wenger provoking moyes (media nowadays~). however, although everton been struggling financially, they always got cheap great players whom nobody would notice before everton, n they fight hard every game for europa/ucl spot, then the rising stars left the club, they got another cheap but great replacement, they move on. really really respect moyes, great manager just like wenger n fergie.

Wenger isn't being a jerk or anything, he's just being honest. In fact, you could see that he was trying really hard not to be offensive. The things he said might even have been with some bitterness. He's tried to be successful the right way, and has had trouble staying with the top top top teams. I'm sure he wishes it didn't have to be that way, he's just stating what he has learned in his own experience.
