I've mentioned it to you once before, Fan Valuation is now defunct. The devs are not looking into it anymore, and it has no valuation apart from aesthetic valuation. Dreamfooty is no longer dependent on what your FV is, and hasn't been so for 2 years. Why it works, how it works, and what you need to do to improve or decrease in valuation is not something that mods have any control or knowledge over. It will be replaced by a "trophy" based system soon.
In short, there's truly nothing I (or any mod) can do about it. Honest suggestion is to just ignore the fact that it exists
