I guess it has to do with the tendency that a team who know they wouldnt make it through would play less passionate to get a good score in the last match so they didn't want teams to proceed to the knockout stage due to the opponent not giving it all.
This used to be more of a problem with 1 team being beaten by everyone in the group where as their last match they just didn't care that much anymore and couldn't motivate themself to the same degree as the first 2 matches. So the teams would stand with 3 on 6 points beating eachother 1 time losing 1 time all beating 1 team where as the team to meet that team with 0 points the last time more often than not beat them with big scorelines.
