This system demands the production of young, talented Russian kids to develop, not just to create a foreign team with oil money. As you can see, the English national team has long struggled in European competitions, especially after the EPL's golden years, because it just doesn't produce enough talented English footballers anymore. I believe in this system, and that it should be implemented into every league in the world. Now, the fact that the Russian Prem and Russian team are in Euro competition has nothing to do with this system, and that you would even ask that obviously shows you do not understand where Barcelona's dominance came from, so i'll tell you, from its "cantera".
