Europe has to be the best because there are a lot more countries known for football such as Spain, England, Germany, Italy, Portugal, France and Hungary (Long time ago) along with not as known but still play a good football such as Turkey, Czech Republic, Romania, Russia, Ireland, and Switzerland
South America only has Brazil, and Argentina along with hmmmm Chile and Honduras?
Africa has Egypt, Ivory Cost, Nigeria, Ghana, and ummm South Africa?
North America is only USA and Mexico
Asia has South Korea, Japan, Iran, and Australia (since they play the Asia qualifiers now)
Probably Europe cause Nehterlands France Spain and Italy. But both Argentina and Brazil are in South America. I think if south america was bigger (had more countries from the beginning it would have more sides with Brazil's quality and would be the best

For quality of football, it has to be South America hands down. Contrary to above posts, Brazil and Argentina are joined by Paraguay, Ecuador, Chile, Uruguay and play out fantastic end-to-end matches. The flair players who make European club football great quality and easy to watch all hail from Southern America, an attack-minded approach is a given.
The current South American WC Qualifiers showcase thrilling matches, Argentina just last week were beaten 2-0 by Ecuador and may fail to qualify for 2010
I agree, Europe seems to get better and consistent results on the world stage, whereas South America is just pure entertainment and fun to watch. Right now there are 8 teams within 10 points of the leader. Chile, is 2nd behind Brazil, and Paraguay is 3rd. Quite the surprise eh? Also, Uruguay used to be huge in internationals right? They were a dominant force
Europe is by far the best in terms of quality. Followed somewhat closely by South America then a little drop off with Asia then Africa then a huge gap with North America.
