It is like a useful post count, disregards spam and focus' on meaningful contributions to the community

Say we have 5 leagues, each with 20 people in, then at the end of every month you are promoted / relegated based on valuation and your forum badge is updated accordingly. Only question is, how is promotion / relegation handled? Top / Bottom 3 from each go up / down?
Or everyone is shuffled based on value alone seeing multiple promotions / relegations?

Obviously champions of each league would win a champions cup / runner-up a medal or something when this happens....
